In the absence of rules, regulations and provisions arise the need for personal responsibility, intellectual curiosity, deep study, conservatism, and patience. These are positive externalities that would create positive emergent change in human societies. Decrees from rulers do the opposite and create a lazy, dependent, and hasty populace who outsources their own safety to elected officials and government agencies. This is not the way.
