CONCEPT: Tethered water harvesting airships that hold a hydrogen fuel system that creates enough H to keep the airship aloft and to power the water extraction. The airships could have solar skin and wind turbines as they float at cloud base, possibly creating extra electricity for the grid. The water then flows down a tube on the tether to storage below.
