In Gotham, crime more complex and deeply organized, requiring a detective’s approach—like Batman’s—rather than Superman’s straightforward, punch-first approach. Batman’s method is necessary in Gotham because criminals operate within layered hierarchies, often working for other criminals (criminalception?). The "bad guys" aren’t always straightforward villains, making it essential for a detective to navigate these complexities instead of charging in at anyone perceived as a threat.
Gotham is corrupted to its core, with politicians, police, and the mob all entwined. Superman isn't equipped to function in such an environment, but Batman is.
Superman is more like a firefighter. When a crisis occurs, he shows up, handles it, saves lives, and then moves on to the next emergency. This works well in Metropolis but only scratches the surface in Gotham’s criminal landscape.
