The Spanish Constitution of 1978 has been reformed twice since its approval: 1992 reform: Article 13.2 was amended to allow the right of active and passive suffrage to citizens of other EU member states in municipal elections. Reform of 2011: Article 135 was reformed to establish that the payment of public debt would have priority over other expenditures, as I mentioned above.
