Unfortunately no. I know there is some good stuff on the weather manipulation used in Vietnam, but I don't really know how much ability they have to build & steer hurricanes, if any. I remember watching a video about one of the past hurricanes that went WAY north & someone was suggesting that chemtrails & HAARP were used to heat or cool the air to strengthen & direct the hurricane.
